Its literally in their constitution that Israel is a JEWISH and democratic state. Why does it have to be a jewish state is a question you should ask your leaders why they felt bad enough for the gorillion dead jews at the end of WW2 to give them their own country that they could label specifically as a jewish state. Israel is not there to benefit arabs or non-jews, it is specifically meant to be a state for all jews around the world to benefit from. Israel does not necessarily assert one citizen over the other, but they do not give citizenship to people who are not Jewish.
