They maybe only kill other races. They maybe reproduce faster than they kill each other - this is irrelevant.
Could they perhaps be used as a warrior race, destined to kill but their power instead focused into killing political enemies of the state in times of war?

I would support a genocide of these individuals when they reach the age of adulthood (18 in the states) however prior to that they cannot be killed, only teenage pregnancies would come to term followed by a ritualistic culling once a year of all individuals who turned 18 that year, the day of the culling would likely be Dec 31st
Those who are pregnant at the age of 18 prior to the cull would be allowed to have birth but would be killed after, therefore a secondary smaller culling would occur around September to guarantee all those who became pregnant prior to the main culling would be able to bring their babies to term
You're just wasting resources at that point, they are able to ideologically infect non afflicted individuals before the age of adulthood. So you are causing the suffering of potentially several innocents to avoid killing a baby.
Any of those who they convert will also need to be culled, but only if they are above the age of 18
