Draft doesn’t use the same packs for all the people in the tournament. It just seeds pack options from recent drafts in the entire game
Meaning right now, if you’re playing a closed draft tournament with your friends and you pass up an axe, that doesn’t mean that pack with an axe is going to be passed to the next guy. You can’t do shit like pick good cards to deny them from some other guy in your tournament.
I hope they fix it to work that way because it’s funner

Player A opens his first deck and picks two cards and clicks submit. There are no others since he is the first drafter and no one else has opened a pack. What happens next for player A?
No, that would be the problem if it worked the way you expected
It’s not from players in the tournament. It’s from everyone drafting then. There will always be a pack with two cards picked from it
OK I get it now. My second picks are from any second pick deck in the world that is ready.
I thought the packs got passed around and eventually I would get my own pack back.

Here’s a deep thought:
I assume that a lot of people are playing phantom draft and free phantom draft. They will always pick the best cards for their hand to increase their chance of winning.
On the other hand, some people will be playing keeper draft, and just picking cards based on their resale value.
Take every rare and uncommon, hope for wins, sell all rares after the games for a profit.
I wonder if Valve has even thought about this.
