ive never heard of the government spreading the "world is overpopulated" line
mostly just environmentally conscious people who are aware that going the way we're going is probably gonna lead to some sort of catastrophe somewhere down the line ecologically but uh
i mean it's all said impotently, nobody actually has control over birth rates and rate of consumption n carbon burning n polluting etc, there's too many reasons to want to keep doing it (comfort and inertia for the most part but still, those are pretty powerful forces)
