Unfortunately in this setup game activity d1 is non-towny because towns don't really know what's going on/don't have a pref whereas scum actually does care how the clan setups come together
What I see from day one is that the two of us had several suitors an it's only fair and objective that we give preference to the first one. That isn't some kind of scummy bias like you're making it out to be.
The tribe element is the only unique thing about this setup and denying activity to the formation of tribes isn't towny at all imho
