There are major software innovations in the manufacturing/robotics space in the last 10 years (simulation, iot instrumentation, digital twins). Those innovations are non-negligible for manufacturing/robotics as a whole
The reason the innovations are all in software is that software is so much cheaper. But progress hasn't really stopped in those spaces it's just started with the cheapest solutions and I view that more as a sign of the strength of software than the weakness of manufacturing/robotics

I haven't listened to the video you are referencing, but I would have to assume Thiel is talking about the entire digital space, since hardware is changing quickly and nobody can deny that, even if not as fast as software. And I think this will always hold true. Anything that isn't considered "software" that becomes quickly programmable will be folded into a software stack.
