I don't think he was waiting for the right time lol. There is this weird tendancy to give characters like Mao the least charitable interpretation. He understood the need to have a larger force to defeat the Japanese. So did Chang. Chang's plan to accomplish this was to sabotage the communists under a fake unification so he can control all Chinese forces, then turn to the Japanese. Mao was smarter and appealed to the masses to build a large enough force.

Does that mean Mao could do it alone? No. Like I said initially the KMT taking blows is important to defeating the Japanese. But did Mao have the best strategy against the Japanese and the Nationalists? Absolutely. I think calling that merely opportunism is weird. I think his approach at this time was perfectly in line with his approach at other times too.
